i think i finally realise why it is based on seniority/rank that one gets the mission.

it is not based on capability. but rather the repercussions of failure.

for a parade commander, he has too much to lose to screw up a parade. he cannot possibly throw away his entire years of hard work to dance around the president at the crucial moment on national tv.
